Imam Abu Muhammad Suleiman bin Mehran al-A’mash (may Allah have mercy on him) said:
“If the people become corrupted, the most corrupt amongst them is appointed over them.”
” سَمِعْتُهُمْ يَقُولُونَ إِذَا فَسَدَ النَّاسُ أُمِّرَ عَلَيْهِمْ شِرَارُهُمْ ”
